How to Find Recently Released Shelby County Inmates
The Shelby County Inmate Lookup Tool is the official starting point. By default, the tool shows only current inmates. To pull in released individuals, check the "Include released inmates" box before you search. That checkbox appears in both the name-search section and the unique-identifier search section. When it is checked, results include people who have already left the jail, and each result row shows a Release Date. Click any row to open the full profile.
Search by name works with just a last name, or you can combine first name and date of birth to narrow results. The identifier search accepts a Booking Number, Permanent ID, or State ID if you have one of those. When results come back, you see the person's name, booking number, permanent ID, date of birth, and release date in a paginated list. A result with a date in the Release Date column means the person was processed out of the Shelby County Jail. It does not necessarily mean they are free; they may have been transferred to state or federal custody.
If the search returns no result, the person may have been released before the system's retention window, or the name spelling may be off. Try alternate spellings or call the Shelby County Sheriff's Office directly. The jail information line can confirm a release date when the online record is unclear.
Note: The checkbox defaults to off, so a standard search excludes released inmates. Always confirm this box is checked before you conclude someone is not in the records.
Setting Up Release Notifications with VINELink and TN SAVIN
Tennessee operates TN SAVIN, the Tennessee Statewide Automated Victim Information and Notification Service. Victims and others can call toll-free at (888) TNVINE1, which is (888) 868-4631, to check custody status of an offender held in the Shelby County Jail. The same service can send free, confidential real-time alerts by text, email, phone call, or app when an offender's status changes. That includes release, transfer, escape, or death. The underlying national platform is VINELink.
Registering for notifications takes a few minutes. You do not need to be a crime victim to search custody status, but registration for alerts is designed with victims in mind. The service is free and confidential.
- Go to vinelink.com and select Tennessee from the state or location menu.
- Search for the offender by name or offender ID to confirm the system has a record.
- Click the notification or "register" option and enter your phone number, email, or both.
- Choose how you want to receive alerts: phone call, text message, email, or the VINE mobile app.
- Confirm your registration and keep the PIN or reference number the system gives you.
The VINE system covers Shelby County Jail custody. It does not automatically cover state prison or federal custody unless those facilities are also connected. If the person moved from county jail to TDOC or BOP, use those systems separately.

Searching State Custody with TDOC FOIL
The Tennessee Department of Correction runs the Felony Offender Information Lookup, known as FOIL, at foil.app.tn.gov. FOIL covers felony offenders who are currently or were formerly in TDOC custody or supervision. This is the right tool when someone from Shelby County was convicted of a felony and sentenced to state prison, or when they have been paroled or placed on probation under TDOC supervision. The county jail roster will not show them once they leave the jail and transfer to TDOC.
FOIL can return information that includes a photo, current status (incarcerated, probation, parole, or inactive), location, offense, sentence information, parole hearing status, and release information. The search is free and open to the public. You must pass a captcha to submit a search, and the captcha letters are case sensitive.
The TDOC FOIL information page explains what data the system contains and which offenders are covered. A former Shelby County inmate who was convicted at the state level and transferred out of the county jail should appear here if the conviction involved a felony under TDOC jurisdiction.
The screenshot below was captured from the official TDOC FOIL search form, showing the fields available to the public.
The TDOC Felony Offender Information Lookup search form lets you find released state inmates by name, TDOC ID, or State ID.
The FOIL form covers both current and former TDOC inmates, making it useful for tracking Shelby County felony cases that moved from the county jail to state prison.

Reading the FOIL program page before searching helps you know what to expect in the results and whether the person you are looking for falls within the system's coverage.
Searching Federal Custody with the BOP Locator
Shelby County sits within the U.S. District Court for the Western District of Tennessee. People convicted of federal crimes in Shelby County are sentenced to federal prison and held by the Federal Bureau of Prisons, not the county jail or TDOC. The BOP Inmate Locator covers federal inmates from 1982 to present. It is a free, public search with no registration needed.
The locator has two search modes. Find By Number accepts a Register Number, DCDC Number, FBI Number, or INS Number. Find By Name accepts first name, middle name, last name, race, age, and sex. You can leave optional fields blank. A captcha-free search returns a result if the person is or was in federal custody. The result shows current location, projected release date, and basic identifying information. Released federal inmates often appear with a release date and a note that they are no longer in BOP custody.
The screenshot below was captured directly from the BOP Inmate Locator search page.
The Federal Bureau of Prisons Inmate Locator is the official source for federal custody records, covering inmates sentenced in the Western District of Tennessee and elsewhere since 1982.
A released federal inmate will still appear in the BOP locator with a release date, so the tool remains useful even after someone has left federal custody.

The Tennessee Sex Offender Registry
Some people released from Shelby County custody are required to register as sex offenders under T.C.A. § 40-39-201 et seq. The Tennessee Bureau of Investigation maintains the official registry. The TBI's sex offender registry search page redirects to the official registry, and the full registry portal is at nsor.tbi.tn.gov. Both are free and publicly accessible. Registrants are required to keep their address and other information current, and the registry shows the last registration or report date for each person.
The registry is useful when you want to know whether a released inmate from Shelby County has a sex offense registration requirement, where they have registered, and what their current address on file is. Results from the official registry show name, photo if available, address, offense, and registration details. The registry is a public-safety tool, not a complete criminal-history database; it covers only those required to register and only for as long as the registration obligation is in effect.
The first screenshot below was captured from the TBI registry redirect page.

The Tennessee Sex Offender Registry portal allows searches by name, address, or geographic area, and its results pages include registration history and current status for each offender.
Using both the TBI redirect and the nsor portal gives you the most current registry information, since both link to the same live database.

Verifying a Release by Phone
Online records have a lag. A release that happened hours ago may not yet show in the jail roster, and the roster may retain or drop records at different points after release. When the online result is unclear or not there at all, calling is faster and more reliable. The Shelby County Sheriff's Office jail information line is the right contact for confirming whether someone was released from the county jail, the release date, and whether any detainers or holds were in place at the time of release.

A detainer is a hold placed by another agency. If a detainer was active at the time of release from the Shelby County Jail, the person may have been transferred to another custody provider rather than released outright. The inmate profile on the jail roster shows a Detainer Information table with the detainer number, date, and issuing agency. Check that section before assuming a Release Date in the search results means the person is completely free.
For victims who want a notification rather than having to call repeatedly, TN SAVIN at (888) 868-4631 or VINELink is a better tool, since it pushes alerts automatically instead of requiring manual checks.
Reentry Resources in Shelby County
The Shelby County Jail runs several programs that support people preparing to leave custody. Some programs continue their work after release. The Sheriff's official jail page lists these partners, most of which operate inside both facilities and have community connections for post-release support. Reentry programming in Shelby County covers education, job skills, substance use treatment, mentorship, and anger management.
- Final Escape by Life Together Inc. - A mentoring and reentry program that has logged more than 100 graduates from the jail program.
- HopeWorks - Offers HiSet academic support and workforce development; 51 HiSet passes were recorded across both facilities from 2023 through 2025.
- Urban Family Ministries - Runs anger management and parenting programs inside the jail; 40 certificates issued since 2023.
- The Warrior Project - Launched in 2025 at the jail to provide additional support for participants.
- TCAT vocational training - Provides in-custody trade certifications; 10 participants and two certifications were completed in 2025.
- ARAMARK IN2Work - A workforce program inside the jail; 15 participants enrolled in 2025.
- MAT / WellPath - Medication-assisted treatment currently in place at Jail East and planned for the 201 Poplar facility.
People who completed one of these programs while in custody may be able to reconnect with the same organization after release. Legal aid and court-related reentry support, including expungement help, is available through the Law Office of the Shelby County Public Defender for indigent clients. The Tennessee AOC also maintains an expungement guide with eligibility information and links to the General Sessions expungement process. A full look at current inmates, booking data, and jail programs is on the Shelby County inmate records page.
Expungement and Civil Rights After Release
Release from custody does not automatically clear a criminal record. In Tennessee, expungement is a court-ordered process where eligible records can be removed from public view. The Tennessee AOC describes several situations where a person may qualify for free expungement: charges that were dismissed, a grand jury no true bill, arrest without charges filed, a not-guilty verdict at trial, a nolle prosequi outcome, and cases where an order of protection was successfully defended and denied after a hearing. If any of those apply, the petition is filed in the court where the matter originated.
For Shelby County cases, the General Sessions Clerk's expungements page links the process for misdemeanor matters. The Criminal Court Clerk's expungements division can be reached at (901) 222-3292 for felony-level expungement questions. The Juvenile Court Clerk has a separate expungements contact for juvenile cases.
Expungement eligibility for convictions is more limited. It depends on T.C.A. § 40-32-101 and later amendments; the statute lists specific offense categories that qualify, along with waiting periods and other conditions. The Tennessee AOC expungement page links the statute text and provides a general guide. Anyone unsure whether their case qualifies should review the statute or speak with an attorney before filing a petition.
Beyond criminal records, release also raises questions about voting rights. Tennessee law governs the restoration of voting rights for people with felony convictions. The specific rules and restoration process should be confirmed with the Tennessee Secretary of State or a legal aid resource, since eligibility depends on the offense, sentence, and whether all conditions of supervision have been met. The Shelby County Public Defender office and local legal-aid providers are starting points for people who need help with post-release legal matters.
Victim Notification and Safety
The Shelby County District Attorney's Victim/Witness Unit helps crime victims and witnesses stay informed about the status of their cases and the people involved in them. When a person is released from the Shelby County Jail, victims registered through TN SAVIN get an automatic alert. The unit offers trained coordinators for specific types of cases, including homicide, sexual assault, domestic violence, elder abuse, and gang-related matters. A Hispanic victim/witness coordinator is also on staff for Spanish-speaking victims.
The screenshot below was captured from the DA Victim/Witness services page, which explains TN SAVIN and the notification process.
The Shelby County DA Victim/Witness services page describes TN SAVIN, how to register for release notifications, and what support coordinators can provide to victims during and after the criminal process.
The Victim/Witness page also links to TN SAVIN registration and lists coordinators by specialty so victims can reach the right person for their situation.

Victim-service providers connected to the DA's office include the Family Safety Center, Kindred Place, and the YWCA. These organizations can offer safety planning, shelter referrals, and other support when a released offender was involved in domestic or family violence. For immediate safety concerns, contact local law enforcement. If you find a person in the Shelby County warrant records search, that is a separate system from the release database.
